Is 800-689-4776 really the Franchise Tax Board?
Yes. The FTB lists 800-689-4776 on its phone and fax page as the number for personal income tax collections, and its information directory lists it for both the Collection Contact Center and personal installment agreements. We’ve also seen it on a Final Notice Before Levy and Lien a client received: “If you think you do not owe this amount, call (800) 689-4776.”
What the Final Notice Before Levy and Lien says
The FTB 4966 we reviewed, dated April 15, 2024, doesn’t soften anything:
- It calls itself the FTB’s “final demand for payment.”
- No additional interest accrues if the FTB receives full payment within 15 days of the notice date.
- If the balance isn’t paid in full within 30 days, the FTB says it intends to take collection action without further notice. That can include a collection fee, garnishing part of your wages, attaching bank accounts, seizing and selling property, and contacting third parties.
- The FTB may also file a Notice of State Tax Lien, which the notice warns can show up on your credit report and get in the way of selling or refinancing property.
What you can do when you call
- Set up a payment plan. For individuals, the FTB says the balance generally has to be $25,000 or less, paid off within 60 months, with all returns filed for the past five years. There’s a $34 setup fee, added to your balance. You can also apply online.
- Dispute the balance. The FTB 4966 tells you to call this number if you think you don’t owe the amount.
- Ask about a levy or wage garnishment that’s already in place.
- Report a payment you already made. The notice asks for proof, such as the number stamped on a canceled check.
Owe more than $25,000, or need longer than 60 months? You can still ask for a plan, but expect more scrutiny. The FTB says plans above those limits are subject to periodic compliance reviews.
